Hello Bob: The input capacitance of a pin is not included in the C_comp value. Pin capacitance is listed separately, under the C_pin sub-parameter of the [Pin] keyword. As for your question on output buffers, I'm not sure what you mean when you refer to the 'input capacitance' of an output buffer. (In IBIS, an 'output' buffer always sources or sinks current and cannot be disabled.) At any rate, no external capacitor is needed to model the output capacitance of a buffer - I/O capacitance of the silicon is given by C_comp.
