Dear Ramesh,  
             As a one word answer, it is the ratio between thickness of the
pcb & the smallest drill dia.It can be considerd as a  scale of
manufacturability. The greater the aspect ratio, the more difficult it is
for a  reliable plating.
                As you know ,our normal boards are 64 mils(1.6mm) thick.
Suppose a PCB Vendor makes minimum via size of 16 mils(0.4 mm) then the
aspect ratio is 1:4.
