 Many excellent points have been raised, but I feel compelled to 
contribute my $.02

   I agree that there are I/O models/packages that IBIS has difficulty 
handling, that is one reason why IBIS 4.0 directly supports calls to 
SPICE models from inside IBIS and why the ICM spec was written.  I am 
not aware of any other industry standard mechanism that provides a 
portable container to conveniently hold a components critical Signal 
Integrity information (pin out, IO cell type, model type, thresholds 
levels, standard loads, etc). Additionally the ICM spec allows 
interconnect/packages to be accurately defined using SPICE like syntax.

The PDS proposals being kicked around (Istvan mentioned) explores the 
possibility of enabling IBIS to hold PDS information for a chip.
Although not IBIS original intention, the proposal demonstrates how the 
IBIS open forum has been able to adapt and evolve with the industry.  I 
would also point out that SPICE is also a behavioral simulator that 
attempts to analyze/model the underlying physics in transistors.
