Sree, there is considerable effort that can go into stack-up and 
placement.  If you understand the fundamentals you can go from there.  
If not, spend some time on any of these web-sites:

www.powerintegrity.com

Xilinx also publishes some circuit board layout guidelines.

The 12 layer stackup that I like for Virtex FPGAs:

top
pwr1
gnd
sig1 high speed
sig2
gnd / optional pwr3
gnd
sig3 high speed
sig4 high speed
gnd
pwr2
bot

If you have microvias then an alternative is to flip the outer power and 
grounds.
