Neither are optimum!
Stackup A has current return paths for all signal layers but has little
capacitance for the +5V layer which I presume is where most the fast
edge currents are.
Stackup C: Might be a better solution using the TOP layer to
interconnect +12V islands

4 +5V/+12V
5 GND
6 Signals
7 GND
8 Signals
