You can download EN 300 xxx and EN 301 xxx standards for free from the
European Telecommunications Standards Institute (ETSI) web site.  Go to
   http://pda.etsi.org/pda/queryform.asp
and put the standard number--with or without an "EN"-- in the "Search
for" field.  Click on the "Search" button to get a list of documents. 
Searching for "300 328" gives us 10 hits for example, from ETSI ETS 300
328 ed.1 (1994-11) up through ETSI EN 300 328 V1.6.1 (2004-07),
including ETSI EN 300 328 V1.4.1 (2004-04).  Click on the "Download"
after the document title.  When the next web page comes up, enter your
E-mail address.  (If you haven't registered with ETSI previously, you
must register now.)  When the next web page comes up, just click on the
PDF icon to get the standard.

There may be a limit on how many documents you can download in one
session or one day, but I haven't run into it...
