This is one of those rules of thumb bound to get lots 
of discussion.  Be that as it may, to answer your 
specific question, there's several different ways to 
define the 3W Rule. 

One way is to define a separation between two 
traces as equal to the twice the width of the 
widest trace.  

|      W1       |         2W1        | W2 |

+-----------+            +          +----+ 
    trace1                                  trace2 

as long as W1>W2

Another way is to define a separation from either 
edge of a single trace to any other structure as equal 
to the width of the trace. 

         W1         W1       W1
      +          +--------+          +
                      trace1 

This last example above is where the rule gets its name.
