be downloaded for free.

If you or your company subscribes to the IEEE Digital Library you can
download it from

by:
1.  Logging into Xplore.
2.  Doing an Advanced Search for "Experimental Evaluation of Power Bus 
    Decoupling on a 4-Layer Printed Circuit Board" (no quotes).
3.  Following the instructions to download the .pdf file of the paper.

Otherwise, most university engineering libraries will have the   IEEE
International Electromagnetic Compatibility Symposium proceedings  
somewhere in the (Library of Congress) TK's.  I checked the online card
catalogs of five libraries that I use frequently, and found them listed
under TK 5.I12, TK6541.I44, TK6553.I12, TK6553.I114, and TK6553.I115.

includes over 830 citations.  Many of these include URL's where the
documents may be (or at least one time could be) downloaded for free.

for the title of the paper (put it in quotes), to find a web page that
