[shell-coding] What is/was Phoenix?

hey there... sorry for making another thread here,
but I've got a small q:
I've allready heard of a project called Phoenix.
Someone first told me per mail, now I'm reading
about it here... what is/was it?
I couldn't find any info browsing the web,
even not after a deeper search.
Is or was it something like the Raptor project?
Any info would be cool (curiosity kills fish too).
