[shell-coding] Designing/Redesigning a shell?

It's official XML sucks. With that being said you can pretty much guess that
I've
decided against XML. Anyway since the list seems rather windy (read: few posts)
here's a question for the masses. If you were designing a new shell, or
redesigning
a shell where would you begin? I fancy working from the outside in so I'd start
with
the plugin architecture. I think it's safe to say if you don't plan on
expandability from
the very beginning you're going to end up like a sailor leaving port with a
large hole
in the hull.... Somewhat like LiteStep did.... What about everyone else? Any
thoughts on how you would redesign your favorite shell?
