I am not an CSS expert, perhaps some other could add some words about this...


1) Yes
2) The last one override the first one - if there is the same css code or css 
class

3) If you have for an example css code for the paragraph ( <p> ) in both, then 
the last one is used by the browser.

4) Copy and Paste
