Richland One
South Carolina's Capital Schools

St. Andrews Middle School

November 10, 2003

Dear St. Andrews Middle School Parents:

There's a wealth of information awaiting you at the breakfast table, or =
it's a few mouse clicks on your personal computer.

It's the Education Accountability Act Report Card. In 1998, the South =
Carolina Legislature passed the EAA as part of the statewide effort to =
improve public education.

The goal for the EAA is that by 2010, South Carolina's student achievement =
will be ranked in the top half of states nationally. To achieve this goal, =
we must become one of the five, fastest improving states in the nation.

Part of the Act requires every district and school to be graded annually =
on their performance. Those grades indicate progress toward meeting the =
goal for 2010.

In early September, Richland One completed a preliminary rating of each of =
its schools to determine the grade to be received. The preliminary rating =
looked at progress made on PACT by all students in the areas of English/Lan=
guage Arts and math from 2002 to 2003. The scores should show continual =
progress toward meeting the goal for 2010. The PACT test results for St. =
Andrews students for the 2003 year showed 56% of our students scoring at =
Basic or above on the English/Language Arts test and 57% of our students =
scoring Basic or above on the Mathematics test. The results for 2003 =
showed continued progress on the Math test, but there was a drop of eight =
(8) points with 56% of our students scoring Basic or above on the =
English/Language Arts test. As a result of this drop, our progress toward =
the 2010 goal was deemed below average. Thus, our absolute rating is below =
average.

To address this drop in English/Language Arts scores and to ensure =
continued progress in Math, the following will occur:

Increase PACT scores in English/Language Arts by 10 percentage points at =
each grade level and increase PACT scores in Math by 10 percentage points =
at each grade level.

* Accelerated learning at each grade level
* Schedule block math and English/language arts classes for all =
students.
*       Monthly department meetings
*       Vertical team meetings
* Standards in Practice weekly meetings
* Schedule identified students in additional pull-out class during =
third marking period to address math and ELA deficiencies
* Offer after school assistance to all Year 2 Below Basic students

Additional goals are to increase parental involvement and business =
partnerships and to utilize data to determine instructional decisions.

We ask your continued support as we strive to achieve progress towards the =
2010 goals.

Sincerely,

Ken L Richardson, Principal
