Reading the proposed change to be voted on tonight, Article III Para.3 the Board of Directors decides unless overruled by the membership.

Changing the subjects of many threads a bit: rather than choosing whether
the club uses waivers or not, what about "who" gets to decide whether we
use waivers.

This Friday the choice is whether the board can choose to use a waiver or
that each usage must be brought before the general membership for a vote.
