I don't think that is the case. As it reads:
C. VEHICLE - A self propelled device and its appurtances, excluding
devices moved by human power or used exclusively on stationary rails or
tracks.
And our contact at the BLM is very cool with us. The perks are that
we don't build camp fires and our sites are left spotless. We should
take note to the rules that dictate the use of a latrine for the
disposal of human waste. We want to keep in good standing with the
powers that be.
