I have heard that the 2:00-4:00 window is usually especially pristine. 
Having grown up in the Midwest, that was hardly ever the case in our soupy
skies, but is it true here in Arizona?  Can any local experienced observers
confirm this?

It is slightly darker after midnight, as many billboards and sports fields
shut down, and activity in the Valley dies down.  But the seeing is almost
invariably worse.  I have become particularly sensitive to seeing in the
past six months since I started the Webcam imaging.  Very often, the seeing
is quite good in the P.M. hours, and then as soon as you feel that very
light easterly breeze draining in from the high country, the seeing
degrades, and does not recover to the evening level.

I still like observing during that window because it gives a preview of
what's going to be up in the evening hours in a few months.
