I wondered what that glow off in the southwest was as well. I don't think it's Yuma, as that would be over 100 miles away, and the azimuth would be around 240 degrees. The dome I noticed was more to the south, at about 210 degrees. It is pretty faint. This suggestion will probably not go over well, but maybe the passing headlights could be toned down by just another mile or so more driving along the gas line. It looks like there may be other wide spots in the road. On the other hand, only several cars during the P.M. hours on a Saturday during Winter sounds like there is not too much traffic on Dobbins.
