That is part of the reason for the MAL status.  

Suppose that Billy Optik was an amateur living in the wheat hills of South
Dakota.  The closest club may be, say, 150 miles away (or 2 light years by
car).  Billy can't really belong to a League-affiliated club, but he can
join as a MAL and pay his annual MAL fee.  He can then do any AL program and
submit it to the listed log reviewer, and if approved, get the bling and the
certificate.  

Many of the award holders published in the awards list in  THE RELFECTOR are
listed as "At Large", meaning they got the award without being a member of a
League-affiliated club, but as MAL people.  On the League's web-page, you
can look up your certificate number, but must be a member of a League club
to see your data on line.

Jack, for the Herschel 400, aka Herschel I, SAC donates to the AL treasury 
for this award, which includes the pin and numbered certificate.  At this 
time SAC is not eligible for the Herschel II award because we are not a 
member.

However it appears, from Dicks message, one can get the HII award by being a

member at large for the year in which it is submitted.  Hummmm, this sounds 
interesting.
