I'm  not much above 14.4 at my place near Prescott. I have a 56.6 modem, 
but here the max speed I get is 24 and many times only 19. Qwest's 
position is that if there is no problem talking over the phone they have 
no obligation to fix the internet related problem that is affecting me 
and others in the subdivision.
