  You are correct, Thad. And all should be aware that we are uninvited 
guests at this site. The exact statement by the land owner when I asked 
permission to use this site was "we could just say no and you could 
continue to use the site." This statement means that we all know that we 
are trespassing and they don't want to prosecute and they can't be held 
liable for any injury that may occur. As I have already noted I again 
contacted them concerning the cargo units. And I am still awaiting an 
answer. As regards to the idea of other property for observation sites, 
the issue seems to be dead. No one wants to grant permission due to the 
possibility of  being sued. It is just another case of common sense. We 
should look into BLM land for dark sites.

As Rick T. says that is just my 2 (pick your currency) worth.
