Not necessary.  If someone volunteers and can define their duties, I'm
pretty sure they can be appointed chair of their committee.  SAC already
has several standing committees run by members: Newsletter, Public
Activities, Web Site, ATM, Astro-Imaging, Deep-Sky.  There are a two
special committees:  Waiver, Incorporation, and soon the Nominating
committee (usually the president trying to find someone to take his
place).

I'm sure if they are successful, they can be made board positions.  But
remember, board position have two-year limits, committee chairs don't.  So
for board positions, a series of members will be needed to perform the
job.
