[sac-board] Sky & Telescope sent notice of a price increase

Sky & Telescope has new subscription rates for subscriptions "with
expiration dates falling in the year 2004".  The new club rate is $32.95,
so it's $33 for our purposes.

This begs the discussion about when does the club start collecting the new
amount?  Perhaps the new amount should go out in September's newsletter.
