[sac-board] SACNews List Administrivia

With tonight's SACNews announcement, I received notifications that 23
addresses could not be delivered (some messages listed two addresses).

Two are for exceeding disk quota, the rest are for invalid addresses.  

I'll attempt correlate these addresses to the ones in the database to see
if we have any current members who haven't updated their SACNews address.
