[sac-board] SAC Budget 2002

Here is the budget agreed upon at the board meeting last week (Feb 22).
I've broken up this list into four categories to better show were the
money will be spent.

Just looking at this for the past week, I can see at least two lines which
I expect no expenditure this year.

Is there really a need for separate line items for Awards and Messier
Marathon Awards?  (I talking about merging and summing, not deleting.)
