If you are looking for a date for Paul's book, then the 1990 date seems to 
suffice.  But I'd
prefer a more general wording for the page; perhap's something like the 
following.

"The Saguaro Astronomy Club (SAC) maintained an observing list 'Best of the 
NGC' since 1981
containing 100 objects.  In 1990 it was updated and renamed '110 Best of the 
NGC' before
appearing in Paul's excellent book."
