I'm thinking in the 1988-90 range, but I'm not sure.  AJ should know.

I guess it had to be before 1990, since I don't recall any announcement
made in the newsletter while I was editor.

which says January 4th, 1990.  Not quite before I was editor.  Just days
after my first issue of SACNEWS with me as editor.
