Yes, I understood the context, but was simply stating that allowing 
anonymous access would be unusual... not that it couldn't be useful in this 
situation. File access for the 'general public' can be accommodated via 
their web browser without having to utilize ftp. I would only see the need 
for ftp for the person responsible for 'putting' files on the server, not 
necessarily for someone 'getting' them.

I mentioned "anonymous" because there is just about zero interest in these 
files outside of SAC, and an equal chance that anybody would want to harm 
them or steal them.
