[sac-board] Herschel II Award

As a few of you know Joe Goss has completed this observing program and I'm 
trying to determine what should the Deep Sky Group Chairman, along with 
agreement of the Board, present as an award.
I've spoke with the Herschel II program managers and they indicate that to get 
this award one, or their club, must be a member of the Astronomical League.  
Emphasis here is on the word must as there isn't any other way they will 
support this award.  Let me say right now, up front, I'm not interested in SAC 
becoming a member of the AL just to present this award to Joe or any of the 
others that have indicated to me they will start this program shortly.  The 
only AL observing award that is presented to people that aren't a member is the 
Herschel 400.

Now, with that background, it seem awarding just the telescope plate for the 
HII program is a step down from the H400.  As a reminder the H400 has the SAC 
plate plus a pin and certificate from the AL.

So the question is, what should we present as an award for completing the 
Herschel II observing program?
