[sac-board] Dues

I've paid my dues late more than once including this year and it never occured 
to me to take the prorated rate.  I never thougnt I should get a discount rate 
because I kept forgetting to bring my check book to the meeting. Therefore I 
think continuing members should pay full price and the wording of any and all 
of our forms etc. should indicate this.
