[sac-board] Draft Amendment to SAC's Constitution and Bylaws

I talked with Gene Lucas for a few minutes after the April meeting about
the amendment to the constitution.  During the discussion, the conclusion
was reached that the amendment would have to go into a new article as
there wasn't a good place anywhere in the current constitution.

Gene also said (and I summarize) that our Constitution and Bylaws are
just that: a combination of the two.  If we were to incorporate sometime
in the future, then we would have to go through this document and split
it apart.  For now, what we have is fine.

Here is a first draft at an amendment.  I would like comments and
suggestions.

Article XII  Public Activities

As this organization's purpose is for education, there will be gatherings
of both members and the public.


A. Types of meetings/events:

  1. Events were SAC is invited to attend bringing telescopes.

  2. SAC events held on property own by others, members and non-members.

  3. SAC events held on public land.


B. SAC assumption of liability for SAC events per the above meeting types:

  1. SAC events on property owned by others means the property owner is
     liable.  SAC will assist the owner however required including
     obtaining insurance and/or gathering of signed waivers from all
     participants.

  2. SAC events on public lands shall be cover either by insurance or by
     obtaining waivers from all participants.

  3. SAC (as an organization) will not participate in events in which
     liability can be directed to SAC.


C. Insurance and Waivers

  1. SAC shall be covered by insurance.

  2. Waivers

    a) SAC shall create and maintain a waiver for events or series of
       events.

      (1) The waiver can include appropriate rules and etiquette for the
          event.

    b) Waivers for a series of events for non-SAC members shall cover a
       term of no more than one calendar year (January through December).

    c) SAC members can sign a waiver when paying dues for themselves that
       covers all events for the duration of that dues payment.

      (1) Family memberships shall require the names of everyone covered
          by the membership who is likely to attend as well as signitures
          of the adults.

      (2) Delinquent renewals are still covered by the waiver until
          formal action can be taken (like requiring a newly signed
          waiver).
