It's very likely they were returned because the printing below the mailing
label interfered with their adding of the bar code.   The area below and
right of the address is supposed to be blank.

After they were printed with a bar code, a second machine could likely not
read the code.  Since the newsletter was already in an area with correct
codes, the machine rejected them and had them returned.

Alternatively, a human could have sorted these out because of printing to
the right and below the address.

You might need to place these in envelopes so they follow postal
regulations.
