I am not a board member so please excuse this intrusion.  It seems to me 
that you are making a simple task difficult. 

Tie the waiver to the insurance.  If you don't sign the wavier you are 
welcome to participate in the activity, but you will do so at your own 
risk and will not be covered by the clubs insurance policy. This way you 
are not beating someone over the head with a waiver but giving them a 
choice that only an idiot would turn down. Then have two sign-up sheets. 
One containing the waiver and the other acknowledging the offer but 
turning it down.

I'm assuming that the club insurance covers non-members at any club 
sponsored event, and that having a signed agreement to hold the club 
harmless would not dis-qualify them from being covered by that insurance.
