According to our lawyer it does.  He was considering non-members who show
up at star parties.  About the only thing we can do after asking them to
sign and their refusing, is consider them to not be part of the event
(after recording the incident).  Saying it's "required to participate" is
pretty much meaningless.  We can't stop them, but we can consider them to
be not part of the group.

A waiver/release is a legal term, which isn't for us to define.
