I don't think it clearly states that a release may be required to =
participate or even what a release is.

Read the last line of Article XII again.  This is from our lawyer, =
pretty
much in his words.  So if you did not sign the waiver, you are not a
participant.  You are also no longer a club member according to the
change in Article VI.

And, as you mentioned, there is no way to force people to sign, so this
is a close as we can get.
