Since we have not gotten to this point yet, who knows who or how many 
will be upset by this waiver business. Are you going to threaten the 
person with revocation of his or her membership? That's a pretty 
hallow threat. Can't even cancel their membership card as this is 
none. All you will do is have less membership money and support.

I doubt I will be going to any SAC star parties that require a waiver 
and if it required to renew my membership this will probably be my 
last year with SAC.
