Jeff,
I really hope when a dark sky coalition picks up in Phoenix again that you
join and help us decipher all the legaleeze of the numerous conflicting
lighting laws on the books. A good place to start is the Main Phoenix
Library 2nd floor.  Anyway you seem to have the gift and the time and I
think it could be better put to use in the amateur astronomy community on
something more constructive.

I'm a bit confused here. According to the SAC Bylaws (Article III E.) 
spending in excess of $200 requires the voting of the majority of the 
membership. That could be a real problem in getting to the majority 
for a vote. However, it appears $200 or less requires NO vote of 
anyone.
