Not yet. I see the libtap and libvlan under sys/rump/lib/net and so
assume they will work with rump kernel. I will test cherry pick these
two folders and see if they work.

Yes, if they're there, they work with rump kernels. However, simply picking out the Makefiles from a vintage x tree is not guaranteed to produce a working result against vintage y sources. Since I didn't add support for those components myself, I don't know if they needed some other adjustments besides just adding the Makefiles.
