Photoshop has a "Save for Web" feature under the file menu. It optimizes the 
JPG for display on-line.

I always scan at 1200ppi or 2400ppi, then convert to 15x10 or 15x15 at 100ppi, 
then I "Save for Web". I make sure I don't let Flickr resample for me.

If you have the time and ram and disk space, and intend an image for output, 
scan in RGB color at 2400ppi, then work the file (have a look at Channels), 
then convert to gray scale. You'll capture more information.
