I don't know which TLR but the first Rollei was probably the Automat of about 1946 when Deckel began adding X (strobe) synch to the Compur shutter. PC means Prontor-Compur. Synch for flashbulbs requires a delay for the shutter tripper while strobe synch requires only a contact on the blade driving ring. Nearly all shutter makers began offering shutters with built-in flash synch c.1946. I think the first was Ilex but they were followed quickly by Kodak and Wollensak. Kodak shutters were used on the Kodak Reflex and the Kodak Reflex II had full synch. Wollensak shutters were used on a number of cameras built by various firms, for example the Ciro-Flex. I think the Ciro camera also had built-in synch pretty early.
