As long as you can find the right parts (which can be hard, if not impossible sometimes) they can all be restored.

I asked Harry Fleenor a similar question. I asked him which Rolleiflexes

Rolleicords are the most resurrectable from his standpoint. He
recommended,
among the Rolleicords, the Vb Type 2. I had read that the Vb Type 2 was 
probably the best 'cord as a shooter these days. I bought one from
ritzcam.com and Harry has it right now. I have an earlier Rolleicord (a 
IV).
After carrying a 2.8E or 2.8F around for a while, the Rolleicord feels
pretty light.

I am thinking of buying a Rolleicord as a camera to travel with.  I
shoot
mostly black and white.  From what I have read while lurking on this
list
and elsewhere, I am leaning toward a IV or V.  What are the tradeoffs
amongst these models?
Should I buy one which has already had a CLA (and if so, from whom?) or 
buy
from ebay and figure the cost of a CLA into the price?
