The likely explanation for this would either be a flipped lens element
or as previously suggested, mismatched elements from different
lenses...
I bought my Belplasca (matched CZJ Tessars from the mid-50s) from the
original owner. I got it for a good price because, he explained, the
camera was never right again after he did an interior lens cleaning.
Sure enough, when I sent the camera to Ken Ruth, he said that both
center elements were reversed. The camera is now a killer...

I thought of that too, but the Rolleicord III I had had the same problem,
and both cameras were in excellent condition. Their Xenars were equally bad.
They focused correctly on the film plane, but lacked the biting sharpness of
other Xenars and Tessars. Stopping down to f:11-16 didn't help.
All the Triotars on my pre-war Rolleicords are fine, sharp and contrasty.
The 3,8 Triotar on my Rolleicord I, type 2, is a little soft though.
