Fotopartner would not deduct VAT from their prices when I tried to purchase Rollei accessories from Canada by mail order. Yes, there may be a procedure to get the money back, but I have no idea what it entails. I like the idea better of not paying in the first place since Canada is quick to charge me 13.5% + a handling fee on my mail order purchases.

I do not believe that VAT is charged to non-EU residents.  You may,
however, have to pay it and then request a refund.  Still, the actual
prices should be lower than those you cite, as the VAT does not apply.
