Yes, like no EU resident visiting an EU country you
can receive a refund, but the conditions today require
that you buy in a Free Tax shop and your purchase
needs to surpass certain minimal amount to get the
right to refund the VAT you payed ; and as you
explained, they decrease the refund amount putting
charges for the refund service.
Like I commented in a previous post, if you buy
something via e-commerce from your country in some EU
countries like Spain, they don't include the VAT
within the price and then you get the goods cheaper,
no refund issue.-
