I find the spotlight file finder works almost instantly on my Mac and my Mail doesn't display the faults you describe. Photoshop CS2 was fine before I changed to 10.4 too - funnily enough the best things about 10.4 for me is the file finder and the fact it runs noticeably faster.
Try Onyx, a freeware utility which easily allows you to clean up (and scr*w up) any settings, I find it useful to clear caches, set disc journalling on and general cleanups. I also have DiskWarrior handy, I have only needed it once but I was glad I had it - it was more likely to be needed pre OSX though.

Overall, 10.4.3 works well, but the new "improved" search/find feature is MUCH slower than the old one, and the new version of Mail has a number of glitches (Mailboxes showing that they have new messages in them, when in fact there are none, VERY slow search that only lets you select where you want to search AFTER you type in what you are searching for, etc.) The software engineers at Apple seem to be afflicted with the same problem as most others, not knowing when to leave something that works fine alone. They also moved buttons and hid some buttons for no apparent reason on the new version of iMovie. That kind of idiotic stuff makes you waste time finding where they moved something to when you could be working. Adobe tends to do the same dumb stuff each time they upgrade Photoshop. If they want to add new features, fine. But leave the existing ones alone!! Of course if they did that all those guys who write new editions of Photoshop how-to books would be out of work.
