That's what it was, a sticky little lever.  You can only see it with the top
off.  When the back of the camera comes off, the lever moves down and
disengages the gearing to the counter.  When this happens, a spring causes
the counter to zero out.  In my case, the spring that pushes the lever down
when the back comes off wasn't doing its job - that and lubing the lever a
very slight tad freed everything up.  So now it works.

    I don't know the B35 but suspect this is just dirt or 
gummy lubricant. I've had the counter in a Rolleicord freeze 
up because it was dirty. A few drops of Naptha in the right 
place fixed it.
    A lot of older type lubricants become gummy or hard with 
time or collect fine dirt which has the same effect. Modern 
silicone based lubricants are supposed to be longer lived as 
far as oxidation but probably collect dirt in the same way.
