Hi Elias,
For a PC running Microsoft Windows my recommendation for viewing is
IrfanView. It is very fast and offers some limited editing options -
probably enough for your parent's purposes. It is a free download.
If you are looking for something more like iPhoto (a digital shoebox
to store and organize many photos) Google's Picasa is free and really
rather good,
although Adobe Photoshop Elements also has its fans. I have not
personally used the Windows version of Photoshop Elements.
Bear in mind that all of these recommendations are coming from a
"cold, dead fingers" Mac user who has the misfortune of having to
support Microsoft Windows users as a large part of his job
responsibility.
