BOGUS! Corporations can hold onto sufficient funds to establish a reserve against reasonable expectations such as the need to capitalize retooling. Anything over that is taxed punitively as a "retained earning", to compel them to distribute such profits to the stockholders so that it can be taxed to them as income.

The Fair Tax does away with this, of course, yet another reason why it is an eminently fair and proper system.
