Is there any visible oil or other debris on the shutter blades? This can start by affecting the fast speeds, eventually it can just cause the shutter to jam completely if the problem gets worse. You might also need a new mainspring.

In either case, shutter work is very standard. You should be able to get this camera fixed somewhere, though I have no idea what kind of quality service you can find in China.

I now have more experience than I wanted printing badly overexposed Delta 400 and TMY. I've actually been surprised how well these films have held up, given their finicky reputations. The main impact (other than increased density and long printing times) is that the negatives are rather flat and require grades 3.5-4 in printing. That accentuates the grain, of course, more notably in the Delta.
