I see dust all the time on scans of negatives I know to be clean,
when scanning on my Epson 2450.  Usually only observable on full resolution
scans, viewed 1:1 on the monitor.  When the image is "dithered"
down, for emailing or putton on web sites, or printing, the specs
are usually not evident.

The scanner may be causing what appears to be white "grains", which
is probably tiny dust specs on the scanning bed,
however, I see some light "swirling" areas, on the pic, and
I don't know what that is.

I sometimes see what I would call white "splotches", lately,
when I stand develop 4x5 film.  I am thinking it might be to 
the minimal agitation I use in this method, as I don't get the
white splotches when I roll my negatives in a Jobo drum.
