[rodgersorgan] Why is the soft 16' Pedal Stop borrowed from the Swell?

It's not.

It appears to be, since it is the same name and pitch as the one in the
Swell, and it does have SW on its knob.

In reality it (and the occasional Bassoon 16' SW) found on Rodgers are
stops that are independent, can be voiced independently, but...they are
expressed by the Swell Expression Pedal. That's the reason.

Having a soft 16' expressive with the Swell gives you the ability to use
the swell stops to accompany a solo stop on the Great or Choir and
balance it out with using the SW to PD and this soft 16'. When you
depress the pedal, the Swell gets louder..and so does this 16'.

It's another element of good design.
