My understanding, and I MAY be wrong, is that the crescendo turns on 
programmed STOPS not voices.
So if the particular STOP involved has a particular Palette voice selected, 
that VOICE will come up in the Crescendo when the STOP is turned on, either 
by hand / combination or Crescendo.
I have experienced this and expressed my consternation over it in a 
previous post. My run in with this situation was when the Royal Trumpet was 
set to the Swell Trompette Stop, which, when activated in a Crescendo 
action, blew the rest away!
